1. THE OBJECTIVES
1.
To enhance, promote, further and foster unity, co-operation among
the Sherpa community residing in the
U.K.
2.
To preserve,
develop and educate Sherpa religion, culture, language, values
and norms.
3.
To organise
meetings, educational programs and seminars concerning history,
language and culture of Sherpa community.
4.
To establish
and maintain cordial relations between Sherpa and other
communities and group (whether of Nepalese or any other
nationality or ethnic origin) within
U.K.
5.
To promote
socio-economic development of
Nepal
and its people.
6.
To alleviate
the effects of famine and other natural or other disaster in
Nepal
.
7.
To undertake
such other activities which the Executive Committee may decide
as appropriate.
2. MEMBERSHIP
1.
Ordinary
membership: Any person residing in
UK
of the age of eighteen years or above may apply for Ordinary
Membership of UK Sherpa Kidug, by paying fee of £15.00 for
single and £25.00 for (family members) include husband, wife
and children under 18 years of age. Anybody who is 18 years and
over need to apply for separate ordinary member of the Kidug.
2.
Life
Membership: Any person of the age of eighteen years or above may
apply for Single Life Membership of the UK Sherpa Kidug upon
payment of £101.00 & family membership upon Payment of £201
3.
Honorary
Membership: The Executive Committee may enroll any person as
Honorary Member of UK Sherpa Kidug as and when it is considered
appropriate.
4.
Membership
payment: any membership fee payable in full beginning of each
New Year (Losar) or thereafter when the application is made.
5.
Duration of
Membership: Ordinary membership will start on the day of Losar
and expires on the day before the next Losar irrespective of the
time the membership is obtained.
6.
Founder
Members: The members in the ad- hoc Committee shall be founder
members of the UK Sherpa Kidug.
3. GENERAL MEETING
- Annual
General meeting: Any general meeting of the members of the
UK Sherpa Kidug within 7/8 weeks of the Losar shall be known
as the Annual General Meeting. The date, time and venue of
the Annual General Meeting shall be notified to all the
members at least two weeks before the date chosen for the
Annual General Meeting.
- Conduct
of General meetings: Any general meeting (whether annual or
otherwise) shall be conducted by the chairman or
Vice-Chairman of the Kidug or by some other person appointed
for that general meeting by the Executive Committee.
- Extraordinary
General Meeting: Either the Executive committee or Kidug
ordinary members can call an Extraordinary General Meeting
for special issue. He or she could register for the EGM with
endorsing more than 50% ordinary members’ written
application and such EGM could come into action only by
giving 21 days notice to all members of the UK Sherpa Kidug
stating the date, time and venue for the EGM and special
issue to be discussed and voted upon in such Extraordinary
General Meeting.
- Voting;
All matter before any general meeting shall be put through
voting, either by raising hands or by secret ballot.
Decision shall be made by simple majority of votes of those
present, but any matter which in the opinion of the Chairman
alters this Constitution must be supported by at least fifty
percent of the members of the Sherpa Kidug.
- Quorum:
No matter may proceed to any voting unless there are at
least ten members of the Kidug present as a quorum. Where
the number of members present at any general meeting shall
fall below ten, the meeting shall be postponed to the same
day, time and venue the following week and the meeting so
adjourned for the completion of business.
- Agenda:
The annual General meeting shall discuss and vote to accept
or decline the treasurer’s or other report into the
finances of the UK Sherpa Kidug together with such matters
as shall be drawn to the attention of the general meeting in
writing at least two weeks prior to the general meeting
taking place, unless such notice is, in the opinion of the
Chairman or vice chairman (or such person conducting the
General meeting), impractical or impossible.
- Chairman
casting vote: In the event of any vote at the general
meeting resulting in a tie, the chairman (or person
conducting the general meeting) shall cast the deciding
vote.
4. Election, term &
Numbers of Executive Committee
1.
At the first
general meeting and at every second annual general meeting
thereafter, there shall be elections held for each post and
office of the UK Sherpa Kidug’s Executive Committee. Casual
vacancies may be filled for the remainder of the two years
period of appointment by Executive committee majority decision.
Only members of the UK Sherpa Kidug may elected to the Executive
Committee.
2.
The
Executive Committee member shall consist of 13 Members including
Chairman, Vice chairman, General Secretary, Secretary,
Treasurer, Joint treasurer Regional cultural Secretaries &
members. The terms of the Executive Committee shall be of two
years.
3.
All the
ordinary members of this Kidug are eligible to contest in the
election, have rights to caste the vote and to be elected.
4.1
Local subcommittee
A
provision to establish of a local subcommittee was decided from
the General Meeting of 2008. It will be granted by Executive
committee where there are 50 or more adult individual in the
area who express interest to have a subcommittee

The local subcommittee
will consist of Local a chairman, a secretary, and Members.

Treasurer from Central
Committee will oversee the financial aspect of the subcommittee
·
All income generated
from annual events organized by central committee will go to the
central fund
·
Fund generated locally
by events/program by local subcommittee will be managed by the
local subcommittee
·
The function of the
Local Subcommittee will be to organize functions, gatherings and
to raise funds for the benefit of the Sherpa community of that
region. It will take
part in interactive programs with other local official and other
organization in the area.
The
Local Subcommittee will ensure that the programs organized in
the area will not clash or contradict with UK Sherpa Kidug’s
central programs diary.
5. Right and duties of
the Executive Committee and local subcommittee
- A
chairman: Whose role is to conduct general meetings (whether
annual or
extraordinary) and Executive Committee meeting of the Kidug,
and other such
tasks as determined by the Executive Committee.
- A
vice-chairman: whose role is to assist the chairman and
deputise for the chairman when the chairman is unavailable,
and other such tasks as determined by the Executive
Committee
- A
Secretary: Whose role is to take minutes and record of all
general meeting (whether annual or extraordinary) and
Executive Committee meeting of the Kidug, to maintain
correspondence as requested by the Chairman or Executive
Committee, and other such a tasks as determined by the
Executive Committee.
- A
joint secretary: Whose role is to assist the Secretary and
deputise for the Secretary is unavailable, and other such
tasks as determined by the Executive Committee.
- A
treasurer: Whose role is to oversee all financial
transactions and maintain proper and accurate financial
accounts (including but not limited to bank accounts)
belonging to the UK Sherpa Kidug, central and local
subcommittees and present financial report to the general
meeting for scrutiny, and other such tasks as determined by
Executive Committee.
- A
joint treasurer: Whose role is to assist the Treasurer and
represent the Treasurer in his/her absence, and such tasks
as determined by the Executive Committee.
- Regional
cultural secretaries: Whose role is to coordinate different
regions artists to teach Sherpa songs and traditional dance
for performance at Kidug annual event and make participation
to others communities event.
- Members:
In addition to above Officers, there shall be such number of
Executive Committee Members being not less than five as to
be conducive to good and efficient management of the UK
Sherpa Kidug affairs.
- Conduct
at Executive Committee Meetings: All Executive Committee
meeting shall be conducted by the Chairman or in the absence
of the Chairman by the Vice-Chairman. All members may speak
and vote at Executive Committee meeting. Executive Committee
meeting must be held at least as frequently as once every
three months. Date, time and venue to be determined by the
Chairman or in absence of Chairman, by the vice-chairman and
notified to the Executive Committee members at least two
weeks prior to the date of any meeting.
- Advisers:
The
Executive Committee may appoint a chief adviser and advisors
as it sees fit to enable the proper and efficient management
of the UK Sherpa Kidug’s affairs. Advisors shall not have
the right to attend Executive Committee meeting unless
invited to do so, and may not vote at Executive Committee
meetings under any circumstances.
- Local
coordinator of Local subcommittee, with assistance from the
local subcommittee secretary, will oversee and will be
accountable for the local activities.
- Executive
Committee decisions: All Executive Committee decision shall
be made by majority. Where in the opinion of the chairman
(or in the Chairman’s absence, the vice-chairman) a formal
vote is necessary, such vote shall be by raising of hands
and recorded in the minutes.
6.
Disqualification of Executive Committee members and Area co-ordinators
Executive Committee members shall be disqualified from acting
and shall be deemed to have resigned as an Executive Committee
members and vacancies may be filled for the remainder of two
years period of appointment by Executive Committee majority
decision if that member shall:
- Becomes
disqualified by operation of law.
- Become
the subject of any order under the Mental Health Act or
similar legislation.
- Upon
expiry of their membership of the UK Sherpa Kidug and
remaining lapsed for more than fourteen days.
- Fail
to attend three meetings of the Executive Committee without
the prior approval to such absence from either the Chairman
or Vice-Chairman.
7. Function of the
Executive Committee
The Executive
Committee is the principle governing body of the UK Sherpa Kidug.
It may:
- Appoint
members to sub-committee and Local coordinators
Delegate its power of authority to sub-committee provided that at
all times such sub-committee are chaired by Executive Committee
members, report to, and are scrutinized by and subordinate to,
the Executive Committee.
